COM

Castle Pines North Metropolitan District
Application for Water Efficiency Grant

Water use levels in 2003 and anticipated growth patterns were used to estimate future
water demands. 2003 baseline levels were chosen because metered data for most
customer types are available for this year! and because the 2003 water demands
include active conservation measures and a high level of awareness regarding the
drought. As a result, future water demand projections assume that existing
conservation measures will continue to be implemented and reinforced in the future
to ensure that water demands do not increase to pre-2003Ievels. Additional
information on the methodology used to estimate water demands are provided in
Section 3.2 of the Districes 2006 Water Conservation Plan.

1.3 Future Water Supplies

As previously mentioned, the District currently relies on Denver Basin groundwater
wells for water supply. The Denver Basin, which supplies water to much of the south
metro area and northern EI Paso Connty, is a non-renewable aquifer.

Although the District can currently meet its water supply needs, it is projected that
continued use of Denver Basin groundwater as the primary source of south metro
area water providers would result in a continued decline of groundwater levels. This
is attributed to the growing population and to the regional dependence on
groundwater. In that event, it is anticipated that the costs to maintain groundwater
production rates (e.g., redrilling wells; increased pumping energy requirements) to
meet demands will escalate to the point that this source is no longer economically
viable.

The District has participated in regional planning studies, including the recent South
Metro Water Supply Authority Regional Water Master Plan. The District is a
proposed participant in Rueter-Hess Reservoir and in the Chatfield Reservoir
reallocation project. In addition, the District developed an Integrated Water Resources
Plan (IWRP) in 2006, which evaluated the District's demands, conservation measures,
and the short-term and long-term sustainability of the District's existing groundwater
supply. The IWRP proposed renewable water supply alternatives that would decrease
the District's dependence on groundwater. These alternatives include a combination
of surface water supplies, reuse of reclaimed water, and conservation. Conservation is
a significant component of the District's future water management strategy.

4 These data was provided by Jehn Water Consultants, Inc. The 2003 metered customer types
do not correspond with the new customer billing categories (fable 1) used with the new
billing system installed in 2004.

6

C:IDOCUMENTS AND SETTINGSIBLACKCAlJlESKTOPlCPNGRANl\W A TER EFFICIENCY GRANT PROGRAM APPllCA lION_DOC
