Staff responded by indicating it could not recommend a <br />stipulation to the Board that would subordinate the ISF rights to all present and future water uses <br />(and changes thereto), because that would assure future injury. <br /> <br />BUREAU OF LAND MANAGEMENT LITTLE SNAKE RMP CONDUCTING <br />ANALYSIS OF DRAFT ENVIRONMENTAL IMPACT STATEMENT: Bureau of Land <br />Management ("BLM") Little Snake RMP is currently conducting its analysis of the Draft <br />Environmental Impact Statement ("EIS") in preparation for issuing a final EIS sometime in 2008 <br />or 2009. Director Sherman sent a letter to the Little Snake Field Office on July 3, 2007, which is <br />attached to this Director's Report. (Attachment 22b-12) At the last Board meeting, Roy Smith of <br />the BLM made a presentation to the Board about the Wild and Scenic studies that are occurring, <br />and there was some confusion about whether the Little Snake Field office would consider <br />additional comments, such as ones submitted by the Northern Colorado Water Conservation <br />District ("NCWCD") regarding the Yampa River pumpback study that they initiated. It is my <br />understanding that the BLM will accept this study for consideration, but that they are awaiting a <br />final letter from the NCWCD requesting that the study be considered. <br /> <br />""' AGENCY UPDATES ""' <br /> <br />JOHNSON TO RETIRE: Bruce Johnson has announced his intention to retire on November <br />30. To expeditiously fill his position we are creating an "S" position which will allow us to hire <br />a replacement prior to Bruce's departure. This will allow time for the new Finance Section staff <br />member to be trained by Bruce. <br /> <br />FISCAL YEAR 2007-08 NON-REIMBURSABLE PROJECT REPORT: Our annual Non- <br />reimbursable Project Report is attached (22b-l). This important report summarizes the Board's <br />non-reimbursable investment projects in progress from July 2006 thru June 2007. The repOli <br />provides the beginning and ending balances for funds available for each project during the fiscal <br />year. The report also includes project summaries provided by each project manager that detail <br />the financial data, implementation and status of each project. <br /> <br />WATERSHED SCHOLARSHIPS: In cooperation with the Colorado Watershed Network we <br />have provided funding to finance scholarships to the annual watershed conference in <br />Breckenridge to be held in October. This year's conference is entitled "Sustaining Colorado's <br />Watersheds: Making the Water Quality Connections." For more information, please visit <br />www.coloradowater.org <br /> <br />CALLS FOR ADMINISTRATION OF ISF RIGHTS: In August 2007, staff, on behalf of the <br />Board, placed administrative calls on the following ISF stream segments. Staff was alerted to <br />low flow conditions via the flow alert system.
