<br />- 20- <br /> <br />appointed Assistant Secretary for Water and Science, has been designated to replace Mark <br />Limbaugh as the Secretary's Designee and Chair of the AMWG. Major topics of discussion <br />included approval of the annual budget and workplan for the coming year. There was some <br />significant debate on whether or not releases should continue under the Modified Low <br />Fluctuating Flow (MLFF) operating plan for Glen Canyon Dam outlined in the Record of <br />Decision (ROD) for Glen Canyon Dam Operations or whether, as desired by environmental <br />interests, it was time to conduct a Seasonally Adjusted Steady Flow (SASF). The outcome of the <br />debate was that MLFF operations would continue in 2008. The release pattern for Lake Powell <br />will be modified when the EIS on a "Long-term Experimental Plan (L TEP)" for Glen Canyon <br />Dam is completed at the end of 2008. <br /> <br />There was also significant debate on whether or not a "Beach Habitat Building Flow" (BHBF) <br />should be conducted during the 2007-08 water year. Significant sediment inputs from the Paria <br />and Little Colorado River have occurred the last several months that would justify a BHBF, <br />however, we do not yet have an approved science plan for the conduct of another BHBF and <br />furthermore, we are still awaiting the results of the 2004 BHBF. The conduct of a BHBF results <br />in a significant amount of water bypassing the powerplant at Glen Canyon and although the <br />bypass is for a fairly short period of time it still has adverse impacts on power generation and <br />revenues for the Upper Colorado River Basin Fund. <br /> <br />In other actions, the AMWG approved a "Monitoring and Research Plan" for the next few years <br />given the fact that modifications will likely be required when the L TEP ROD is issued. We have <br />attached the letter designating Brenda Burman as the new Secretary's Designee (Attachment <br />22b-13). <br /> <br />BOSLEY WASH FLOOD MITIGATION RESERVOIR DRAFT DESIGN COMPLETED: <br />Olsson Associates, the contractor selected for the final design of the Bosley Wash Flood <br />Mitigation Reservoir, has turned in the draft design documents to the CWCB and the Grand <br />Junction Drainage District for review. The 75.5 acre-foot reservoir, once constmcted, will <br />mitigate repetitive flooding problems in the Bosley Wash area of Mesa County, between Palisade <br />and Grand Junction. Numerous flood events have occurred in the past decade, some of which <br />have been deadly, and several of which have caused structural flooding. It is anticipated that <br />final construction documents will be available before the end of 2007. The Grand Junction <br />Drainage District and Mesa County are exploring several funding options for constmction. No <br />start date for constmction is estimated at this time, but local officials have indicated that they <br />would like to break ground as soon as funding is secured. <br /> <br />GLENWOOD SPRINGS CONTINUES TO PURSUE MAINSTEM COLORADO RIVER <br />PARK: Glenwood Springs is continuing to pursue a whitewater park within the mainstem of the <br />Colorado River. The CWCB Staff has been speaking with the Town about, and hopes to continue <br />to explore. funding options to assist the Town in their pursuit of a whitewater park. <br /> <br />BUREAU OF LAND MANAGEMENT WILD AND SCENIC REVIEWS CONDUCTED: <br />Bureau of Land Management ("BLM") Wild and Scenic reviews are being conducted. The <br />Glenwood Springs and Kremmling BLM field offices are continuing to conduct their review of <br />eligible streams within those areas (through their Resource Management Plans) to determine if <br />the identified eligible segments are suitable for wild and scenic designation. Comments were <br />requested by the BLM to be submitted by August 1 ih, 2007, but the BLM will continue to <br /> <br />Flood Protection. Water Project Planning and Finance.
