<br />- 6 - <br /> <br />revised its draft proposed decree to include this restriction on new applications to participate in the <br />plan for augmentation. <br /> <br />Discussion <br /> <br />Based upon the foregoing, it appears that the District's plan will provide benefits to its water user <br />members and to other water right holders in the St. Vrain/Left Hand and South Platte basins. <br />Further, this type of umbrella augmentation plan will assist the Division of Water Resources in <br />administering water rights in those basins. <br /> <br />Staff Recommendation <br /> <br />Based upon the information presented above, Staff recommends that the Board authorize Staff and <br />the Attorney General's Office to enter into a stipulation with the St. Vrain & Left Hand Water <br />Conservancy District that incorporates the proposal set fOlih in this memo, including a no precedent <br />provision, and contains tenns and conditions to prevent injury to the Board's ISF water rights on <br />South St. Vrain Creek. <br /> <br />Attachments <br /> <br />Flood Protection.
