Quality <br /> <br />Lori Faeth, representing Gov. Napolitano and WGA, called the meeting to order and <br />thanked everyone for coming to the meeting. She stated the WGA goal in holding the <br />meeting is to continue to work toward a single bill that might be able to move during this <br />Congress. <br /> <br />Brent Fewell, EPA Office of Water, discussed EPA's efforts on identifying <br />administrative tools to overcome CERCLA liability. He said it was very gratifying to see <br />the amount of resources directed toward the project by EP A. He said EP A sees 2 major <br />impediments to abandoned mine clean ups: 1) Clean Water Act; and 2) CERCLA. <br /> <br />EP A believes legislation is needed. EP A is also working on refining an Administrative <br />Order on Consent (AOC) tool, and expected to role it out by the end of the month. The <br />AOC will be an enforceable order. It will be critical to have states at the table. <br /> <br />Another tool EPA is looking at is 107(d) comfort letters. EPA recognizes that the WGA <br />strawbill doesn't include Superfund, so the AOC and other tools could help to fill that <br />gap. EP A is committed to finding the right balance of environmental protection and <br />liability relief for voluntary cleanups. <br /> <br />1 <br />
