On CW A, the 'needs survey will be out <br />in the Fall. <br /> <br />PLANNING FOR BEN GRUMBLES <br /> <br />Len Fleckenstein <br /> <br />Right now, Ben's schedule is open, but his calendar fills up 2 months ahead. We need to get <br />the request in. Send email to Ben and his secretary (and follow up with letter). He won't <br />decide until sometime in August. <br />Walt-struggling with EP A on stormwater. Inspection required for 10% of all sites. Now <br />that we are in the 1000's, 10% is a big number. What is reasonable? Paul-whether <br />stormwater discharge permits will be required for oil & gas operations. <br />Stephen-UAAs. What is EP A thinking (after the workshops) <br />Paul-pesticide applications and NPDES permits (Talent decision) <br />Walt-SRF re: 30-year loans <br />Joan Card (AZ) - EDW <br />Stephen-Listing guidance pollution control plan. <br />Stephen--outstanding issue on watershed effort that got dropped=ifwe could move to 4-5 . <br />year listing process. <br />Paul-Good Sam <br />Len-issues that we should be prepared for: water transfers (Miccosukee) <br />Sec. 518 <br /> <br />We will send an invitation letter to Ben; will hold a conference call ofthe Committee a month before <br />San Antonio to review issues (on list above) that will be discussed. <br /> <br />TAS. SECTION 518 <br /> <br />Stephen Bernath, W A(handed out map) <br /> <br />There is agreement to work govt. to govt. between state and tribes. EP A needs to be in better <br />position to play mediating role. W A has 26 tribes with 3 others trying for status. Could mean <br />potentially 30 different sets ofWQ standards. Would like to engage this through WSWC after GAO <br />report comes out. There are a couple of tribal organizations in the NW, NW Indian Fisheries <br />Commission, Columbia River Fisheries Commission, that would be good for the workshop. <br /> <br />Dean Couch, OK -- In OK, 38 tribes federally recognized. Pawnee nation is first to get TAS. <br />Believes EP A should allow tribe to move forward with WQ standards on allotted lands. Where <br />Tribes have not adopted standards, state standards do NOT apply, which leaves open the question . <br />- what standards apply? <br /> <br />Would like to see a workshop, perhaps in DC, depending on the timing ofthe GAO report. <br /> <br />6 <br />
