.

Western States Water Council
Water Quality Committee

Boise, Idaho .
April 21, 2005

WATER REUSE REPORT - Craig Bell

Bulk of report devoted to water reuse, but some on water quality. Craig made the book
available to the committee members. He said it will be a continuing issue for the Council as a
whole, and wants to make sure that the Water Resources committee is coordinating with the Water
Quality committee on Water Quality issues. He suggested that the WQ committee be represented
on the water conservation subcommittee. (Stephen is already named on it.)

Walt Baker-Would be of interest to him, reuse is important because WQ issues are driving
treatment for phosphorous and putting it back in the stream. Can we not put it back in the stream
without treating? Would like matrix of options. Would volunteer to do it in UT.

Paul Frohardt-suggested that Walt formulate an email to send to other states. Staff could help
circulate it. Walt will put together what he thinks matrix should include, and will consult with
Stephen Bernath on it.

Dave Pope-there is great interest from water resources side, and a survey may be of interest to
them. He encouraged a joint effort.

. Stephen Bernath-would volunteer to have reuse expert make presentation at the Seattle
meeting. Who gets the water when it is reclaimed?

STATUS OF WATER OUALITY COMMITTEE SUBCOMMITTEES

Paul Frohardt wants to make subcommittees/Leads for each of the Work Plan items.

. Quality-Quantity Interrelationships - Tom Stiles lead (program on inactive status)

. Good Sam - Subcommittee = Bill Hume, Vic Anderson (MT), Paul Frohardt, (ShaUll will
check on CA and WY) Tony said Idaho has one mine currently with a 3rd party wanting to
clean up. Also, they are doing a survey of the existing abandoned mines. Have superfund
sites on a number of them. Walt said it is only a minimal issue in Utah.
