The SRF is taking a significant hit. States get to take a part <br />off the top, so that is a hit to state operating money. 106 funding is being cut, which is significant <br />for states. 319 money is' being cut. <br /> <br />Water transfer issue -Miccosukee. ASIWPCA sent out survey that tries to fmd out where states <br />are on transfers. It will be difficult for ASIWPCA to take a position because there is such a diversity <br />of views among the states. <br /> <br />CAPO second circuit decision - duty to apply issue. To review all the CAPO management plans <br />will be a huge workload for the states. <br /> <br />General permits decision - another 2nd circuit decision. <br /> <br />PER - EP A indicated it will be contacting states regarding deficiencies. <br /> <br />Farm Bill reauthorization -- even though it is still 2 years out, there was a lot of discussion. <br />ASIWPCA wants to protect "green" programs in the farm bill. <br /> <br />Pesticides rule (Talent rule) - NPDES permit to apply pesticides under Talent decision. <br /> <br />Flow blending policy is still under review by EP A. Environmentalists adamantly opposed. <br /> <br />WATER OUALITY/QUANTITY ISSUES <br /> <br />Tom Stiles reported, based on the survey from last year, we had 9 states respond. In NM, Tom <br />summarized the responses. In NM, he said he would try to get more survey responses from states, <br />plus ASIWPCA put out a survey. The responses were very meager. No change in status since NM. <br />This project's work culminated into the recommended B.11. statement in the W GA policy resolution <br />on Arid West Water Quality issues. Tom would suggest that this project go dormant and pursue it <br />on ad hoc basis as needed. Tom will send out the information that he has collected to comply with <br />Workplan ("develop tool box"). <br /> <br />TRIBAL WATER OUALITY ADMINISTRATION - SECTION 518 <br /> <br />In the NM meeting, the WQ committee suggested preparing a letter. (Shaun handed out draft <br />letter). <br /> <br />Question-where does committee go with this issue and with letter to EP A? <br /> <br />7 <br />
