The total cost of the project is $97,945, This request is for a CWCB loan to <br />rehabilitate a fish hatchery and eliminate whirling disease in accordance with HB 01-1024 <br />(Concerning Financial Incentives for Commercial Fish Hatcheries that test Positive for Whirling <br />Disease.) Please see the attached project summary and map, <br /> <br />BackClround <br />. The FSTF, located in Delta County, operates the Four Seasons Trout Farm Fish Hatchery, a <br />commercial fish operation, The hatchery is located in Cedaredge and was constructed in about <br />1925, The hatchery recently tested positive for whirling disease, <br /> <br />John Niblack purchased the hatchery in 1986 to run as a business, In 2000 the hatchery tested <br />positive for whirling disease, Mr. Niblack hired McMillon Engineering to design improvements, <br /> <br />FSTF needs to complete the rehabiiitation work as soon as possible, in order to get the hatchery <br />certified negative for whirling disease and resume business, a process that requires approximately <br />14 months, It would be a hardship for the FSTF to delay rehabilitation work until 2003, The FSTF <br />is therefore eligible for a Small Project Loan from the Construction Fund, <br />
