The estimated lotal cost of the project is $111,518. Please <br />see the attached project summary and map. <br /> <br />Backqround . <br />The WRLDC, located in Mesa County, operates the West Rhone Lateral for the benefit of the <br />shareholders by providing direct flow irrigation waler to a 1 OS-acre service area. The West Rhone <br />is a sub-lateral of Laleral 395 off the GVIC Mainline Canal. It is located 10 miles northwest of <br />Grand Junction. The upper portion of West Rhone Lateral is a concrete ditch approximately 30 <br />years old. It is in poor condition and leaks badly. In addition, the WRLDC has had continuing <br />problems obtaining its proper water allolment through the Laleral 395 system because of a <br />complicated "divider box" arrangement The WRLDC needs to rehabilitate the concrete portion of <br />their lateral, and establish a new headgate on the GVIC mainline. This work needs to be <br />completed in spring 2001 to allow the WRLDC to access NRCS cost share funds for the project. <br />Without the NRCS funding the project is not financially feasible for the WRLDC shareholders. The <br />Company is eligible for a loan from the Small Project Loan Account, since delaying construction <br />until summer or fall 2001 would result in a hardship on the Borrower. <br /> <br />Feasibilitv Studies <br />Karen Fogelquist, President of the WRLDC has completed the Feasibilily Study using informalion <br />provided by Lenny Lang, Louis Hartbauer, and Mark Roskos of the NRCS. Dan Crablree of lhe <br />U.S. Bureau of Reclamation also provided technical support. The study includes an assessmenl <br />of alternatives available for rehabilitation of the Wesl Rhone lateral. <br /> <br />The West Rhone Lateral Ditch Companv <br />The WRLDC is a mutual ditch company and a non-profit corporation regislered in lhe State of <br />Colorado. There are 14 shareholders and 130 shares of stock. The WRLDC has the power to <br />sel annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />
