Pleas" see t~e attach.::~ ;:roject summari ,,'d map, <br /> <br />Backaround <br />The JLRIC, located in Morgan and Weld Counties, operates the Jackson Lake Reservoir for the <br />benefit of the shareholders by providing storage of irrigation water. The reservoir is filled through <br />an existing diversion and inlet ditch system, Water deliveries are made through the reservoir outlet <br />ditch to the South Platte River from which shareholders divert into their irrigation ditches. The <br />JLRIC inlet diversion suffered severe damage in 1995 and again in 1999, when the river cut <br />around the south abutment. The JLRIC wants to rehabilitate the diversion, <br /> <br />Feasibility Studies <br />The JLRIC retained Jack Odor P.E" of G.A.S,P., to conduct a feasibility study, The study was <br />completed September 1999 and indudes an assessment of altematives available for rehabilitation <br />of the river diversion, <br /> <br />The Jackson Lake Reservoir and Irriaation Comoanv <br />The JLRIC is a mutual ditch company and a non-profit corporation registered in the State at <br />Colorado, There are 90 shareholders and 1,550 shares of stock. The JLRIC has the power to <br />set annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments, The JLRIC delivers water to a 17,000-acre service area located in the <br />vicinity of Fort Morgan. <br /> <br />Water Riahts <br />The Company's water rights consist of a 1901 storage decree for 35,629 acre'feet, and a 1929 <br />refill decree for 8,270 acre-feet from the South Platte River. Records of the State Engineer's <br />Office indicate that average annual diversions have been 34,000 acre-feet for years 1988 <br />through 1998. <br />
