Evans <br />ewes Director <br /> <br />DATE: <br /> <br />January 14, 2000 <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />SUBJECT: Agenda Item 10d, January 26-27, 2000 Board Meeting <br />Owl Creek Supply and Irrigation Company <br /> <br />Introduction <br />The Owl Creek Supply and Irrigation Company (OCSIC) is applying for a $450,000 loan to <br />rehabilitate hydraulic structures on the Company's ditch system. The estimated total cost of the <br />project is $500,000. Please see the attached project summary and map. <br /> <br />Backllround <br />The OCSIC, located in Weld County, operates the Owl Creek Supply Ditch for the benefit of the <br />shareholders by providing transportation of irrigation water. The Company owns no water rights <br />and no reservoirs, and operates as an extension of the Eaton Ditch, The stockholders in the <br />OCSIC own water through their stock in the Larimer and Weld Irrigation Company, the Larimer <br />and Weld Reservoir Company, the Windsor Reservoir and Canal Company, and CST, The <br />facilities consist of 12 miles of ditch and associated hydraulic structures. The hydraulic structures <br />(check structures, drop structures, measuring weirs) are severely deteriorated. The OCSIC wants <br />to rehabilitate these structures. <br /> <br />Feasibility Studies <br />The OCSIC retained Duane Smith P.E., of Smith Geotechnical, to conduct a feasibility study, The <br />study was completed December 1999 and includes an assessment of altematives available for <br />rehabilitation of the ditch hydraulic structures, <br /> <br />The Owl Creek Supplv and Irrillation Company <br />The OCSIC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 145 shareholders and 996.5 shares of stock. The OCSIC has the power to <br />set annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments. The OCSIC delivers water to a 12,OOO-acre service area located north east <br />of Greeley. Approximately 10,000 acres of the service area is currently irrigated, <br />
