<br />Silt Water Conservancy District <br />January 26-27, 2000 <br /> <br />Agenda Item 13a. <br />(Updated February 4, 2000) <br /> <br />Water RiClhts . <br />The District's primary water right consists of a 10,384 acre-foot storage right in Rifle Gap <br />Reservoir with a priority date of 1951. The District also has a 1961 right out of the Colorado <br />River (36 cfs), with average annual diversions of 3000 acre-feet for years 1974 through 1994. <br />The Bureau of Reclamation has set aside 5,000 acre-feet of water from Green Mountain <br />Reservoir for use as a replacement source for out-of-priority diversions by the Silt Pumping <br />Plant. <br /> <br />Proiect Description <br />Four alternatives were analyzed in the feasibility study for rehabilitation of the diversion: <br /> <br />1. The no-action alternative. <br />2. Continue a level of minimum maintenance. <br />3. Reconstruct a permanent river diversion at the current location. <br />4. Reconstruct the river diversion at a new upstream location ($164,400). <br /> <br />Alternative 3, reconstruct a permanent river diversion at the current location, was ruled out <br />because it is not technically or financially feasible due to the width of the Colorado River at this <br />point. For this reason Alternative 4 was selected, since it is considered to be a reliable <br />approach, and is less costly. The no-action and the minimum maintenance alternatives were <br />considered unacceptable since both involve high annual maintenance costs and would <br />eventually result in partial or total failure of the diversion and inability of the SWCD to deliver <br />water through the pumping plant. <br /> <br />Selected Alternative 4 involves construction of a new diversion approximately 1,000 feet <br />upstream from the existing diversion. The new diversion point is in a north minor channel of the <br />Colorado River, which is generally protected from severe flooding. The water wili be transferred <br />in 940 feet of 42" HDPE low head irrigation pipe (capacity 40 cfs) to the original ditch system. <br />The pipe will be buried, lessening its impact. <br /> <br />. <br /> <br />The implementation schedule calls for completion of financing arrangements in 1999/2000, with <br />formal approval and resolution by the SWCD Board in early 2000. Engineering design has been <br />finalized and the project has been bid. Construction is scheduled to start February 1, 2000, and <br />be completed March 30, 2000. <br /> <br />Financial Analvsis <br />The total estimated cost of the project is $164,400. Staff is recommending a small project loan <br />of $100,000 (61 percent of the estimate cost.) The CWCB loan payment would be $5783 per <br />year. <br /> <br />Alternative financing sources: The District actively sought and obtained alternative financing, as <br />shown in Table 1. The District will obtain a short term construction loan through a commercial <br />bank to fund construction costs until the CWCB loan contract can be completed (April 2000.) <br /> <br />. <br /> <br />2 <br />
