The estimated total cost of the <br />project is $164,400. Please see the attached project summary and map. <br /> <br />Backaround <br />The SWCD, located in Garfield County, operates Silt Project facilities for the benefit of the District <br />landowners/shareholders by providing direct flow and storage of irrigation water. The Silt Project <br />includes several principle features: Rifle Gap Dam and Reservoir, Harvey Gap Dam and <br />Reservoir, Grass Valley Canal, Davie Ditch, a pumping plant, a lateral system, and other <br />associated features. The SWCD diversion on the Colorado River consists of a gravel dam. This <br />diversion is damaged annually during spring runoff, and is expensive to maintain. The SWCD <br />wants to replace this diversion with a new permanent structure. <br /> <br />The District needs to reconstruct the diversion in early 2000, prior to the irrigation season. The <br />project has been designed, and bid for construction. Delaying the project until fall 2000 could <br />result in an undue hardship on the borrower. <br /> <br />Feasibility Studies <br />The SWCD has worked with the Natural Resources Conservation Service (NRCS) Glenwood <br />Springs office, to conduct a feasibility study. The study was completed January 2000 and includes <br />an assessment of alternatives available for rehabilitation of the river diversion. <br /> <br />The Silt Water Conservancv District <br />The SWCD was formed and decreed June 3, 1957 under the "Water Conservancy Act" of the <br />Sate of Colorado (C.R.S. 1953, 149-6-1 to 149-6-43). There are 305 landowners and 13,384 <br />acre-feet delivered by the District. The SWCD has the power to set annual assessments and <br />taxes to be paid by District landowners. Assessments and taxes are collected through the <br />Office of the County Treasurer, in the same manner in which property taxes are collected. <br />Unpaid assessments become a tax lien on lands within the District. The SWCD delivers water <br />to a 5,915-acre service area located in the vicinity of the Town of Silt. <br />
