November 24-25,1997, Board Meeting-- <br />Highland Ditch Company <br /> <br />Approval of a Construction Fund Authorization in amount of $759,999 $1.04 <br />million to rehabilitate the Foothills Reservoir Dam, and approval of a $3000 <br />grant from the Small Dam Site Reconnaissance Fund to complete the <br />Feasibility Study, <br /> <br />BACKGROUND <br /> <br />Aod/LlBZ-- <br />The HigWand Ditch Company (located in T.iiftIler County) has applied for a Construction Fund <br />Authorization to undertake major rehabilitation of the Foothills Dam. They are requesting a <br />$159,909 $1.04 million Authorization from the Construction Fund for this project, 75% of the <br />estimated total cost of $1 millisR $1,390,766. This facility is located on a tributary to St. Vrain <br />Creek, about 5 miles west of Longmont (see attached map.) The dam was originally built around <br />the turn of the century, and has an inadequate spillway and severe seepage through the <br />embankment. The reservoir has a capacity of 4346 acre feet, but is restricted to gage 41 by the <br />State Engineer due to these safety concerns (as loss of about 450 acre feet.) <br /> <br />Smith Geotechnical Engineers has completed reconnaissance level engineering design work and a <br />cost estimate for the project. Smith Geotechnical has been hired by the Company to complete the <br />feasibility study at a total cost of $6000. <br /> <br />DISCUSSION <br /> <br />The purpose of the project loan is to rehabilitate one of the Company's reservoirs. <br /> <br />The Foothills Reservoir will have a capacity of 4346 acre feet after rehabilitation. It has lost 450 <br />acre feet of storage due to the gage 41 restriction by the State Engineer. <br />
