January 28-29, 1998, Board Meeting- <br />mghland Ditch Company <br /> <br />This is an informational item concerning a loan approved by the CWCB <br />November 24, 1997. The loan amount is $1:04 million, and the purpose is to <br />rehabilitate the Foothills Reservoir Dam. <br /> <br />BACKGROUND <br /> <br />The Highland Ditch Company (located in Larimer County) applied for a Construction Fund <br />Authorization to undertake major rehabilitation of the Foothills Dam. They requested a $1.04 <br />million Authorization from the Construction Fund for this project, 75% of the estimated total <br />cost of $1,390,766. This facility is located on a tributary to S1. Vrain Creek, about 5 miles west <br />of Longmon1. The dam has an inadequate spillway and severe seepage through the embankment, <br />and is restricted to gage 41 by the State Engineer due to these safety concerns. <br /> <br />The CWCB approved the loan November 24, 1997, but requested additional informatipn be <br />provided at the January 28, 1998 meeting. <br /> <br />Smith Geotechnical Engineers has completed the feasibility study and portions are attached. In <br />summary, the study shows that the project will cost about $24 per year per acre-foot of water <br />typically delivered from the reservoir, and that the total capital cost of the project is about $950 <br />per acre-foot of reservoir water saved by completing the project. Since the Company receives <br />about 1,2 its income from other sources (reservoir recreational leases, running charges, etc.) share <br />assessments will need to cover only about 1,2 of the project costs. Thus, only $12 per year per <br />acre-foot will be paid for by assessments from agricultural users. <br /> <br />Attachments <br />D:\msword\Highland91-98.memo <br />
