Section 1

Task Summary

'IIIl Assumptions: The Lochbuie RO treatment plant and peripheral system are
operating in a stable predictable manner. The labor cost for the equipment
service technicians is included in the cost for the treatment equipment.

'IIIl Deliverables: A start/up and cOlmnissioning report will be prepared
documenting the baseline operating conditions.

'IIIl Level of Effort: A 2/week effort is anticipated for the start/up and
commissioning. This will include 80 hours for the pilot plant field engineer;
24 hours for project manager, project engineer, and teclmical RO specialists.
An additional 24 hours is anticipated for the electrician and plumber to
trou bleshoot various operational pro blems.

Task 5 - Operate and Monitor Proposed Test Scenarios

Once the benchmark operating condition has been established for each

treatment process then the recovery, flux rates and other operating parameters
will be incrementally increased in accordance with the approved test plan until
the ultilnate perfonrumce objectives are achieved. The VSEP process will require
periodic chClnical cleaning of the components during the test period and prior to
each new test condition. The frequency and efficacy of the cleaning will be
factors in detennining the practical recovery lilnitS.

The purpose of the softening and cation exchange systems associated with the
high recovery RO system is to remove potential scale forming mineral form the
RO feed water, which will allow the high recovery RO process to run for an
extended period without chelnical cleaning. Chelnical cleaning of the RO system
may still be required if there are sediments or organics in the feedwater that foul
the membranes when highly concentrated. If a fouling or scaling trend is
o bserved then the pilot plant RO system will be chelnically cleaned prior to
proceeding to the next test condition.

Periodic regeneration of the ion exchange system will also be required during
testing of the high recovery RO system

'IIIl Assumptions: A testing period of 4 months is proposed to allow evaluating
the various performance variables and operating for 2 to 3 weeks to monitor
for potentiallnineral scaling or equipment problems

'IIIl Deliverable: None.

'IIIl Level of Effort: During this pCliod the pilot plant field engineer will visit the
site daily to monitor andlTlaintain the equipment. Technical specialists will
periodically visit the site on as needed basis to optilnize the treatment
process.

1-3
