placing of J - Hooks vane structures , rock weirs and stream bank restoration , on a portion of
the Conejos River, in south - west Colorado.

The deliverables from the project include, but are not limited to the following:
A river channel that will hold expected and experienced floodwaters of the Conejos ;
maintain the stable width: depth ratio of the ch annel ; the ability of the river to pass
suspended solids; ensure stability of structures during flood events; maintain fish passage
during all events, and improve fish habitat , improve water quality, while complying with the
Rio Grande Compact, of which th e flows of the Conejos River are a component .

At the R.G.R.T . meeting on June 12 , 2007, p roject proponents were provided time to make
a presentation and time was allowed for questions from the R.G.R.T. Members and
members of the public. After discussion, a voice vote was taken of all R.G.R.T. Members
that were present.

The By - Laws of the R.G.R.T. require a simple majority vote of those M embers present for
any a ction to be taken by the Roundtable. The vote was unanimous in favor of this project
moving forward for funding .

The joint Applicant s for the funding are the Romero Irrigation Co, and the Guadalupe Main
Ditch Co , of which the Romero irrigation Co., is a 501 (c) (12) corporation, registered in the
State of Colorado.

As stated above, t he R.G. R.T. has determined that the single, most critical water issue
confronting the Rio Grande Basin is the current unsustainable management of surface and
ground water. This project supports the broader efforts of the Rio Grande Water
Conservancy and other p arties in the San Luis Valley in addressing this critical issue by
improving the functions of the Conejos River. The functions include the continued historical
use of irrigation; the raising or maintenance of groundwater levels through recharge of the
aqu ifers and the compliance with the Rio Grande Compact.

By this letter, I am forwarding the application and supporting materials for the subject project .
If you require additional information, please notify me accordingly.

The R.G.R.T. appreciates the sup port of the Department of Natural Resources, the Colorado
Water Conservation Board and the Interbasin Compa ct Commission in assisting in meeting
the needs of all users of Colorado’s water and in fostering intrabasin and interbasin
communications and discus sions. We believe that the above projects will assist in this effort.

Sincerely ,

Mike Gibson
C hair, Rio Grande Basin Roundtable

Enclosures ( 1 )

C: Sam Vance, President Romero Irrigation Company
Page 2 of 2
