There is an urgency of need for the water activity and/or any compelling "window <br />of opportunity" that may be missed without funding from the Account. <br /> <br />Without the requested amount from CWCB, the project will not go forward and the <br />$1,772,580 tentatively approved by Rural Development will be lost to this area. <br />The "window" is now! <br /> <br />e. The length of time needed to implement the water activity; preference will be <br />given to activities which can be implemented in the least amount of time taking <br />consideration the complexity of the activity. <br /> <br />The project will include 9.6 miles of new 4" line, water storage tank, pumps, backup <br />generator, chlorination equipment, etc. The project will be complete in 6 to 7 months <br />from the start date in the spring of 2008. <br /> <br />f. The applicant has the expeltise and ability to implement the proposed activity. <br /> <br />GPW A has retained the professional services of two engineering companies, an <br />environmental consultant, and an archeological consultant. In addition, our water supplier, <br />Montezuma Water Company, will be working alongside GPW A during project <br />construction. The applicant is providing matching funds and the amount of matching funds or <br />is obtaining paltial funding from other sources and the amount and source of such other <br />funds or is providing demonstrable in-kind contributions. <br /> <br />GPW A (via Rural Development) is providing 87.2%, or $1,772,580 of the project funding. <br />GPW A is requesting the remaining 12.8%, or $260,000 required. <br />Additionally, we have already obtained $30,400 to fund the ER & PER. <br /> <br />h. The applicant has a demonstrated need for financial assistance based on the inability or <br />difficulty obtaining funding elsewhere. <br /> <br />There is simply no other option for GPW A, a 501 C 12 non-profit organization, with <br />a membership whose MHI is below the state-defined poverty level, to provide <br />financing for the project.
