Evaluation Criteria - Attachment #2

The following criteria will be utilized to further evaluate the merits of the water activity
proposed for funding from the Statewide Account.

Promoting Collaboration and Cooperation

a. The water activity addresses multiple needs or issues, including consumptive and/or non-
consumptive needs, or the needs and issues of multiple interests or multiple basins.

This project addresses multiple needs, including consumptive needs and multiple
interest needs.
o The project will bring domestic water to the residents of Goodman Point who
now individually haul their water.
o The project will provide increased structural tire protection to the homes of
Goodman Point by having a water supply located in the Goodman Point area.
o The project will provide increased wild tire protection to the Canyon of the
Ancients National Monument by having a water supply located much closer to
the borders of the Canyon of the Ancients National Monument.
o The project will eliminate the current health risk exposure associated with
contamination issues of hauling water.

b. The number and types of entities represented in the application and the degree to which
the activity will promote cooperation and collaboration among traditional consumptive
water issues and/or non-consumptive interests, and if applicable, the degree to which the
water supply activity is effective in addressing intrabasin or interbasin needs and issues.

This project will benefit the following entities:
o Residents of Goodman Point
o Lewis-Arriola Fire Department (Structural tire protection)
o BLM/USFS Wildtire Units (Canyon of the Ancients)
o Montezuma County: Increased property valuations
This is an interbasin project to bring domestic water to a residential area in
Montezuma County

Facilitating Water Activity Implementation

c. Funding from this Account will reduce the uncertainty that the water activity will
be implemented. For this criterion the applicant should discuss how receiving funding
from the Account will make a significant difference in the implementation of the water
activity (i.e. how will receiving funding enable the water activity to move forward).

This is a two million dollar project. We have tentative approval from USDA-Rural
Development for $1,772,580 in grants and loans. This leaves a balance of $260,000 to make
the pro.iect a reality. Simply put, approval or disapproval of this request will make the
difference as to whether this project lives or dies.

Goodman Point Water Association Application - Evaluation Criteria Attachment 2

Page J
