Water Supply Reserve Account - Grant Application Form
Form Revised May 2007

Applegate and Dick Stenzel will provide senior advisor roles to the engineering team lead by Jennifer Lee.
Evaluation of the use of the Peterson Ditch will be done considering winter operations scenarios, competition with
other users in the system, coordination with current operating requirements, and evaluation of potential changes in
operating requirements that may prove beneficial to both parties. The requirements of a diversion structure on the
Peterson Ditch will be reevaluated with regard to the discussions on this new ownership group. The Peterson
Ditch has a relatively unreliable and old diversion structure on the South Platte River that requires constant
maintenance. The opportunity for improvement of this structure and the upstream reach of ditch above the
reservoir will also be considered in terms of engineering and construction costs. There are also 404 permit issues
with regard to irrigation facilities that will be evaluated by legal counsel and the project team.
DeUverables for this task will include:
1. Preliminary engineering analysis of the infrastructure requirements for the Peterson Ditch summarized in a report.
The total fee for Task 3 is $40,000

Task 4 Final Design of Ovid Reservoir
The results of the first three tasks should result in progress to warrant continuation of fmal design documents.
Applegate Group will serve as Engineer of Record with J. A. Cesare and Associates providing geotechnical
engineering. The original preliminary design efforts will be used where appropriate with new decisions and
directions incorporated into the final engineering effort. This will potentially include a new pump station and
diversion pipeline system at the river, modifications to the Peterson Ditch and other potential modifications based
on the reservoir operations modeling study. Engineering analysis will be done including final hydraulic evaluations,
structural analysis, geotechnical analysis, and lab testing of materials. Detailed construction plans and
specifications will be prepared suitable for bidding and building the project. The specifications will be in the form
of a written project manual using a Construction Specifications Institute (CSI) format. The construction plans will
be prepared in AUTOCAD on a 24" x 36" sheet size. It is estimated that a plan set ranging between 40 to 50 sheets
is required. These plans will not have approval of the State Engineer dam safety branch, but will be ready for
submittal for review as described in Task 5 of this scope.
Deliverables for this task will include:
1. A fmal set of construction plans stamped and sealed by a registered professional engineer with a Colorado
license.
2. A fmal set of construction specifications stamped and sealed by a registered professional engineer with a
Colorado license.
The total fee for Task 4 is $427,000

10
