The Willow Creek Watershed restoration project, <br />funded by the EPA in 1999-2006 at $1,044,304, demonstrates SL V RC & D's successful grant management and <br />is an example of a project most relevant to the current proposal. <br /> <br />Alamosa River Watershed Restoration Foundation (ARWRF), a non-profit volunteer organization, formed in 1995 <br />with a Board of 9 local landowners. The mission of the ARWRF is to create a stream that looks and functions as a <br />natural stream while providing an environmental, cultural, and economic benefit for the river community. With <br />community members, the group began an extensive period of planning, demonstration projects, and design to <br />develop the restoration project. Members of the Board participated in the development of the A/amosa River <br />Watershed Restoration Master Plan (2005). The ARWRF completed 2.6 miles of river restoration work in 2004:.6 <br />through CWCB and 319 funding. <br /> <br />To meet the needs of the $1.183 million budget for this second phase of-river restoration work, RC&D has applied <br />for $500;000 in Summitville Mine reparations funding from the Natural Resource Damages (NRD) administered <br />through the Colorado Department of Public Health and Environment (CDPHE) as well as for $396,000 in 319/Non- <br />point source funds. The applications for these grants have received preliminary approval from the respective <br />entities. Notification of grant awards is anticipated by July 2007. <br /> <br />Matching funds from ARWRF will contribute $11,700 to the project. $36,300 in funds for additional reach areas <br />from the Environmental Quality Incentives Program (EQIP) requiring owner match are a substantial demonstration <br />of local support for the project. Tqgether with in-kind contributions by landowners in grazing management <br />($80,000) and gravel removal from the riverbed by Conejos County ($45,000 in-kind), the total local commitment <br />for the project is $183,800. $104,000 in funding through the SB179 Statewide Account funds will complete the <br />required 1:1 match requirement for the NRD grant. If for some reason these funds are not required for the project <br />as defined here, they will be returned to the State. <br /> <br />4.
