<br />. <br /> <br />. <br /> <br />e <br /> <br />Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br /> <br />Local Support <br />In 2000-4 ARWRF obtained written agreements from all 1 0 participating landowners and 11 ditch companies for <br />the current restoration project. A sample is available on request. For the current proposed project, ARWRF <br />invited the landowners to meetings with bidding engineers regarding their designs, where they could ask <br />questions and have a voice in selection. ARWRF has planned the current project, which continues the 2004-6 <br />effort, extensively. It is part of a larger river restoration effort by local groups including Alamosa River Foundation <br />and Alamosa Riverkeepers. The US Forest Service is planning to make improvements within the Alamosa River <br />headwaters. <br /> <br />Landowners along the proposed project stretch of the Alamosa River are highly supportive of the project and the <br />proposed hydrologist, Steve Belz~ Utilization of local contractors will be encouraged for construction and hauling <br />work. The restored river corridor, water quality, and riparian habitat will benefit the quality of life and economic <br />vitality of the greater community. <br /> <br />As a demonstration of local support, two participating landowners have been awarded EQIP (Environmental <br />Quality Incentives Program) matching grants for 2006-8 totaling $36,300 to assist the river restoration <br />construction effort and implement grazing management practices. Part of the EQIP funding will treat an additional <br />A-mile reach to the east (outside of the reach of current Phase 2 restoration efforts). <br /> <br />Support letters on file from: 4 local landowners; Rio Grande Water Conservation District; US Fish & Wildlife <br />Service; C. Zimmerman, CO Dept. of Agriculture, C. Wilson, NRCS; Ducks Unlimited. <br /> <br />II. PERSONNEL <br /> <br />Proposed Hydrologist: <br />Steven Belz, Black Creek Hydrology, LLC, 10998 Patterson Court, Northglenn, Colorado 80234 <br />Phone: 303-920-2664 <br />[see attached cv] <br />The hydrologist will oversee the design implementation and quality of the work to standards. He will also perform <br />site layout and as-built profile survey work. <br /> <br />Proposed On-Site Project Coordinator. <br />Ben-Rizzi, retired from Natural Resources Conservation Service (NRCS; formerly Soil Conservation Service) in <br />2004 after 32 years of service in Colorado, including 20 years as District Conservationist in Conejos County. <br />Rizzi has worked with the Alamosa River Watershed Restoration Foundation and has been the on-site project <br />coordinator for the Alamosa River Restoration project since 2005 and the ARWRFfield assistant 2003-2005. <br />Rizzi has effectively communicated and maintained dialogue with the participating owners, contractors, and <br />ARWRF Board, individually and in group'meetings. He helped with the cooperation effort among the participants <br />and obtained signatures on written agreements. Rizzi was also intimately involved with the documentation of the <br />2004-6 project (photography, written progress recording). <br /> <br />On-Site Administrative Assistant: <br />Alamosa River Watershed Restoration Foundation will have a qualified administrative assistant to help with on- <br />site project tracking. Kristi Huffaker of La Jara, CO, has been with the foundation as recording secretary for the <br />Board of Directors and part-time administrative assistant in 2005-6 and will be hired to continue for this second <br />phase of the project. <br /> <br />Bookkeeping and Project Assistant: <br />Carol Gurule has worked with SL V Resource Conservation & Development Council performing bookkeeping and <br /> <br />14 <br />
