<br />2.The financing of rural water systems in some way contributes to domestic sprawl. Some of our <br />citizens are drawn to rural areas where property values are low enough to allow them to have a <br />residence but often without the infrastructure amenities that high value areas provide. With our <br />increase population growth and increased types of uses staff believes that sustainability will become <br />an increasingly important consideration. County and local land use decisions should increasingly <br />consider sustainability in their subdivision plans. Creating funding sources that are reactive to these <br />decisions will continue to send a mixed message to planners. <br /> <br />Issues/Additional Needs: <br /> <br />There are currently 33 taps in Goodman Point. To address some of the issues in the discussion section staff <br />would like the applicant to consider an increased tap fee structure for undeveloped residential lots and reduce <br />their request for a grant from the Statewide fund and include a 0% loan request from the Water Supply <br />Reserve Account. For example, an approximately $1700 increase for 67 future taps would reduce the <br />Statewide grant request by 50% and still result in less than a $15,000 dollar tap fee for those future taps. A <br />0% interest loan could provide time for the Association to recover funds and payback the loan as future <br />residents connect to the tap/service line. By structuring a 0% interest loan based on this payback plan no <br />adverse impact to the Rural Development loan is anticipated. <br />Funding of the project is contingent on confirmation of approval of the loan and grant from Rural <br />Development. <br />Additional information is needed on the water rights portfolio of the Montezuma Valley Water Company to <br />ensure that sufficient water is available during a reasonable range of hydrology. <br />Additional information is needed regarding conservation planning and water use. There is a unique <br />opportunity for Goodman Point to ensure that low water use fixtures and water wise landscape is a <br />centerpiece of their development in an arid area. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of up to $120,000 in grant money from the Statewide Account and up to <br />$120,000 in 0% loan money from the Statewide fund to complete the Goodman Point Water Association <br />Domestic Water Construction Project. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br /> <br /> 4 <br />
