<br /> <br />Discussion: <br /> <br />The Goodman Point Water Association has done an excellent job leveraging funds to make this project and <br />reality. The project addresses and important SWSI finding; without financial assistance smaller and/or rural <br />water areas will have difficulty meeting future water needs. This project and grant from the Water Supply <br />Reserve Account (WSRA) will directly address this finding and the needs of the Goodman Point area. <br /> <br />Currently other than the WSRA there are few funding sources to help address rural raw and treated water <br />development. Many of the water providers have insufficient revenue and do not have the credit worthiness <br />to qualify for loans. Utilization of the WSRA is a valid potential source but also raises several important <br />considerations: <br /> <br />1.The WSRA funds are limited and in staff’s view should be used to meet multiple needs and/or meet <br />the needs of many constituents. The funds should not be used to financially benefit a small number <br />of users (in this case an estimated 100 taps) that will not only receive the money but reap the benefits <br />that the improved infrastructure will provide. For this project it is reasonable to anticipate that land <br />and home value will increase significantly by implementing the project. <br /> 3 <br /> <br />
