Issues/Additional Needs: <br /> <br />The application states that Natural Resource Damage and Clean Water Act 319 grants are preliminarily <br />approved. Please provide additional detail on the timeline for approval. Staff recommends that final fund <br />allocation be contingent on verification of securing all funding sources. <br />The Water Supply Reserve Account funds will be used exclusively for equipment rental to complete river <br />restoration work. There is no information on the qualifications and expertise of the heavy equipment <br />operators or firms and their expertise to complete the work. This information should be provided prior to on <br />the ground work. <br />The current list of activities for the heavy equipment are by general activities (i.e, stream restoration, <br />excavation of excess riverbed material, bank protection etc.); more detail is needed to explain the logistics of <br />how the determination of work areas is made, what activities will take place/logistics, and what <br />specifications will be followed. <br />The estimated monthly rates for 4 pieces of equipment (articulated truck, excavator, front-end loader, <br />bulldozer) are provided but not referenced to a sourced (i.e. RW Means or other similar source). In addition, <br />the applicant should explain how the 4 month estimate relates back to the specified work elements to be <br />completed (i.e. how does equipment usage relate back to task completion 15,000 cubic yards excavation over <br />4 months would be 187 yards per day and seems low). <br />The project has a monitoring phase after completion but does not appear to have budget allocated to perform <br />corrective actions if work elements do not perform as intended. How will this be accomplished? <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of up to $104,000 for the Alamosa River Restoration project contingent upon <br />resolution of the items in the discussion and issues/additional needs section. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br /> <br /> 3 <br />
