Based on current estimates for the rental of such equipment, the SB 179 funds will cover these <br />costs for 3 to 4 months. <br /> <br /> <br /> <br />Discussion: <br /> <br />The project is an excellent example of bringing multiple stakeholders together and leveraging multiple <br />funding sources. The project is primarily a river restoration effort but also indicates that benefits to <br />agricultural users will also occur. However, in the current application it is not clear what the tangible <br />benefits to agriculture will be (i.e., increased water yield, by what amount, reduced maintenance, protection <br />of land from erosion etc.). <br />The project is the third phase of restoration efforts and would complete 2.8 miles of river bed and bank <br />improvement, including river form and alignment improvements. The CWCB has previously provided <br />funding though the Flood Section for portions of Phase 1 and Phase 2. The project appears to be of great <br />importance to the community as demonstrated by the strong community and roundtable support. Staff’s <br />chief question/concern is how the river improvement will improve water availability through the restored <br />reach. The Water Supply Reserve Account has provided $64,500 dollars Alamosa River In-stream Flow <br />Project (Terrace Reservoir study). The applicant should provide more information regarding how <br />improvement in river flows through the restored section are likely to occur and what the anticipated aquatic <br />life benefits are expected. <br /> 2 <br /> <br />
