Issues/Additional Needs: <br /> <br />The applicant did not utilize the new application form. <br />The applicant did not address the threshold criteria. <br />There is no budget. <br />There is no schedule. <br />The scope of work is general and vague. The scope needs to be done by task; describing the task, outlining <br />the method or approach used to complete the task, and a summary of the deliverable by task. <br />The description of applicant should provide more detail on the Agricultural Experiment Station in general <br />and it’s role regarding the lysimeter and State Engineers Office. <br />The applicant needs to specify the type of study or analysis. <br />It is unclear what tasks the study participants will be involved in. For some study participant there <br />qualifications were not provided. <br />Are any Tabor issues expected? <br /> <br />Staff Recommendation: <br /> <br />Given the current lack of detail in the application and the concern over long-term funding needs versus <br />defined usable product to benefit the basin water user community, staff does not recommend approval of the <br />Arkansas Lysimeter project at this time. Staff recognizes the value that site specific data could provide <br />regarding measurement and reporting of Colorado’s consumptive use and calculation of Compact water <br />obligations. However, the current application does not provide enough detail to indicate how or if the above <br />objectives will be accomplished by the project. <br /> 3 <br />
