Water Activity Summary: <br /> <br /> <br />Discussion: <br /> <br />The project appears to request money to operate the research lysimeter that was constructed to determine site <br />specific crop coefficients in the Arkansas Valley. It is unclear from the application what the overall benefit <br />of the project would be, what types and amount of data would be produced over what specific timeframes, <br />who the data would be provided to, and how or whether the data would be used to calculate consumptive use <br />in Colorado and when and how this would be accomplished. <br /> <br />The scope of work is general and vague so staff’s understanding of the benefits of the project may be in <br />error. The project appears to only generate raw data for subsequent use but there is no description of how <br />this additional work will be conducted or by whom. Consequently, it appears that this request is to <br />operate/conduct scientific research which could be considered an eligible activity (threshold criteria not <br />addressed by applicant) but it is unclear how that assists the basin consumptive and/or non-consumptive <br />water users. In addition, once this is determined it is not clear that this “operational” money provides partial <br />or final information/answers that would benefit the basin and whether additional monies are needed and <br />where that will come from (i.e., are there long-term funding needs and where will that money come from; <br />absent that additional money what can value can be derived from this funding request). <br /> <br /> <br /> <br /> 2 <br /> <br />
