<br /> <br /> <br /> P rovide data and information for integration into evaluation of future statewide <br />consumptive use data and the Colorado River Water Availability Study . <br /> <br />While there are severa l factors impacting the energy development in Colorado, this project <br />will address these objectives using a realistic regulatory, social, environmental, and political <br />perspective to develop a useable guidance document. <br />Phase 1 – Development of Water Demand Scenarios <br />The purpose of this phase is to gather the available documentation, data, and information <br />related to the various energy extraction, processing and development methods either <br />currently used and/or proposed for the resources in western Colorado for the alternatives <br />development phase (Phase 2). The various sectors in the energy market including oil, gas, <br />coal, uranium, and unconventional - oil shale and other gasification conversion technologies <br />demand different amounts of water during the extraction process. The various extraction <br />methods utilized in Colorado include: <br /> <br /> Coal (mining); l iquefaction and gasification for processing <br /> Oil Shale (i n - situ vs. extraction ) <br /> Oil sand ( mining ) <br /> <br />This will occur primarily through two individual tasks, 1.1 Data Gathe ring and Literature <br />Research and 1.2 Coordination. <br />Task 1 .1 – Data Gathering and Literature Research <br />The proposed study will inventory and identify additional details from available literature <br />and interviews of various regulatory and industry representativ es. Information such as water <br />use, rate of development, and level of development at each stage (i.e., development stage, <br />research and development, scale - up and confirmation, initial commercial pro duction, <br />production growth) will be collected. <br /> <br />A n initia l review of information has been conducted by URS and others . Additional data and <br />information gathering and research is needed however t o gain an understanding of the <br />various factors that will play a role in the development of the assumptions for the alte rna tive <br />development phase (Phase 2, including the modest, moderate, and full production scenarios ) . <br />Table 1 provides a brief summary of information gathered to date (a full bibliography, <br />including full citations of the listed documents and additional inde pendent authors is not <br />included in this table and is provided in Attachment A) . <br /> <br />After the data gathering and literature research is completed, a list of s pecific assumptions for <br />each of the development scenarios will be developed and presente d to the Ener gy Sub - <br />committee of the Colorado and Yampa/White roundtables. These assumptions will be <br />d iscusse d and agreed up on by the Energy Sub - committee for the following analyses . <br /> - 3 - <br />
