P rovide data and information for integration into evaluation of future statewide consumptive use data and the Colorado River Water Availability Study . While there are severa l factors impacting the energy development in Colorado, this project will address these objectives using a realistic regulatory, social, environmental, and political perspective to develop a useable guidance document. Phase 1 – Development of Water Demand Scenarios The purpose of this phase is to gather the available documentation, data, and information related to the various energy extraction, processing and development methods either currently used and/or proposed for the resources in western Colorado for the alternatives development phase (Phase 2). The various sectors in the energy market including oil, gas, coal, uranium, and unconventional - oil shale and other gasification conversion technologies demand different amounts of water during the extraction process. The various extraction methods utilized in Colorado include: Coal (mining); l iquefaction and gasification for processing Oil Shale (i n - situ vs. extraction ) Oil sand ( mining ) This will occur primarily through two individual tasks, 1.1 Data Gathe ring and Literature Research and 1.2 Coordination. Task 1 .1 – Data Gathering and Literature Research The proposed study will inventory and identify additional details from available literature and interviews of various regulatory and industry representativ es. Information such as water use, rate of development, and level of development at each stage (i.e., development stage, research and development, scale - up and confirmation, initial commercial pro duction, production growth) will be collected. A n initia l review of information has been conducted by URS and others . Additional data and information gathering and research is needed however t o gain an understanding of the various factors that will play a role in the development of the assumptions for the alte rna tive development phase (Phase 2, including the modest, moderate, and full production scenarios ) . Table 1 provides a brief summary of information gathered to date (a full bibliography, including full citations of the listed documents and additional inde pendent authors is not included in this table and is provided in Attachment A) . After the data gathering and literature research is completed, a list of s pecific assumptions for each of the development scenarios will be developed and presente d to the Ener gy Sub - committee of the Colorado and Yampa/White roundtables. These assumptions will be d iscusse d and agreed up on by the Energy Sub - committee for the following analyses . - 3 -
