<br /> <br /> <br />allocations for the water in Colorado, did not examine in detail the water needed to produce <br />and extract these energy resources. <br />Scope of Work <br />The proposed study seeks to address important water demand questions facing the <br />Yampa/White and C olorado River B asins. This is an important project and while the SWSI <br />identified future energy related water needs in these basins , under a high demand scenario <br />there were not readily available estimates to provide strong substantiation for these estimate s. <br />The Bureau of Land Management (BLM) Programmatic Environmental Impact Statement <br />(EIS), although believed to address similar energy development issues . However, until <br />issued, there is no reason to believe that this EIS is looking as comprehensively at the state <br />and local impacts on water demands as this proposed study . When completed, t his project <br />will serve as an independent assessment of anticipated energy development impacts. <br /> <br />The following scope of work outlines the approach to assessing the water demands needed to <br />support the development of energy in Colorado through the implementation of a series of <br />phases (supported by multiple tasks) as follows: <br /> <br />Phase 1 – Development of Water Demands <br /> Task 1.1 - Data Gathering and Literature Research <br /> Task 1.2 - A gency Coordination <br />Phase 2 – Alternatives Development <br /> Task 2.1 - Energy Process Evaluation/ Assessment <br /> Task 2.2 - Analysis of Water Demand <br /> Task 2.3 - A nalysis of Increased Water Demand <br />Common/Overall Phase <br /> Report <br /> Project Management <br /> Meetings <br /> <br />The overarchi ng objectives of this project are multi - faceted aiming to : <br /> Quantify the direct use of water for extraction and development. <br /> Quantify the additional municipal demand from direct/indirect worker populations <br />and multiplier impacts from resultant growth. <br /> Quant ify the water demands from off - site electrical generation needed for industrial <br />and municipal development. <br /> Create a “demand and supply range matrix” for near, moderate, and long - term <br />development with modest, moderate, and full production scenarios. <br /> Compare and integrate these demands with recently - developed SWSI demand and <br />supply data. <br /> - 2 - <br />
