A small area called Windmill Creek was also included in the
study. All of these basins are west bank tributaries to Big Dry Creek. This study updated most
of the earlier Greenhome and O'Mara (1985) plan. Key recommendations of this report for each
drainageway included:

. City Park: Removal of structures from the 100-year floodplain, conveyance
improvements, and formalization of inadvertent detention upstream of Highway 36. The
plan also recognized several existing detention facilities.

. 3207 Drainageway: The seven existing detention facilities in this drainageway were
identified as functioning effectively to reduce peak flows.

. Quail Creek: Improving conveyance, incorporating 175 acre-feet of storage at Plaster
Reservoir (in the Broad1ands development) and providing 100-year crossings for major
transportation arteries.

. McKay Lake: Improving conveyance and formalizing 97 acre-feet of detention at McKay
Lake.

. Windmill Tributary: No changes were noted for this small tributary.

Two watersheds in the Greenhorn and O'Mara report were not updated by Kiowa (1999). These
two drainages included the Gay Reservoir and West Lake sub-basins. The focus of the Gay
Reservoir basin was improvements to the existing Le Gault and Tom Frost Reservoirs to provide
flood control benefits.

5.3.3 Outfall Systems Plan North Area Tributaries (ADCO)

Continuing downstream, WWE (1989b) completed the Outfall Systems Planning North Area
Tributaries Big Dry Creek (ADCO) for the 18.7-square-mile area from 144th Avenue to the

971-179.092
June 2005

Wright Water Engineers, Inc.

Page 36
