Task 3.. Feasibility Study RelXn't

The FC~lsibility Report will be prepared containing the fmdings and recommendations for each of
the project alternatives and discuss how the Stonn Drainage Master Plan impacts the project.
After completing the hydraulic analyses, the project team will develop a draft priority Hst based
on factors such as cost, technical feasibility and community priorities.

Many times it is difficult to quantify community priorities because they are commonly based on
intangible factors. Therefore. NoltelEDRC will work with the Town to identify a process of
incorporating the intangible needs of the community into prioritizing the alternatives. The
engineEl1'ing team will work closely with the Town staff'who will prepare and provide the
economic and ~ial portions oftbc fuasibility analysis. The report is to be completed in a
specui<: format as required by the CWCB (see below). Economic and financial information of
the Town of Wellington is required as part of the report. This information will include details
about the Town's intentions regarding the repayment of a construction loan from CWCB. A
guatanlteed source of funding will be required (not contributions nom the General Fund). In
addition, information regarding the Townts experience in repaying sjmilar obligations will be
required. The NohclEDRC team will rely on the 1'0wn staff to prepare this data.

The selected project will be documented in the Final Feasibility Report. The preferred alternative
will have a more complete cost evaluation fOr inclusion into the Final Feasibility Report. The
study requires a significant amount of input from the Town for completion. This means
information provided to the report by Town statTand information provided from the citizens at a
public information meeting.

As stflted above, the C WCB has a specific fOrmat fur oompleting the Feasibility Report. An outline
of the required format is shown below. The deadline for submission of the Feasibility Report is
January 2001 to meet the budget cycle for the state's fiscal year 2001. The project team will work
in concert with the Town staff to meet this important deadline.
