<br />Strategy for Consumptive Needs Assessment <br /> <br />This document summarizes an overall approach for developing consumptive use needs assessments, The strategy builds <br />on the Statewide Water Supply Initiative (SWSI) Phases 1 and 2, and policy initiatives from State leaders, The strategy also <br />addresses the incorporation of issues of common technical platform that are important for each Basin Roundtable in <br />developing their Needs Assessments, While the HB 1177 statute directs that the roundtables do these Needs Assessments, <br />the Colorado Water Conservation Board (CWCB) and the Interbasin Compact Committee (lBCC) will ensure that a <br />consistent technical approach is applied <br /> <br />This process will be kicked off in a workshop on August 1, 2007 in Denver. The Consumptive Workgroup membership was <br />formed based on the existing membership of the SWSI Phase 2 Gap Technical Roundtable (TRT) and from the Basin <br />Roundtables (BRTs) <br /> <br />Goal <br /> <br />The goal of this Group is to ensure a common technical platform is used when developing Consumptive Use Needs <br />Assessments and to help identify water supply alternatives on a statewide basis, Specific issues are outlined below. <br /> <br />Roles of Basin Roundtables and Consumptive Needs Assessment Group <br /> <br />To address common technical platform and to maintain consistency between roundtables when completing their needs <br />assessments, two statewide workgroups will be formed - a nonconsumptive workgroup and a consumptive workgroup, In <br />addition, the CWCB will be doing a Supply Availability Study, These three technical elements will serve to support the Basin <br />Needs Assessments as depicted in the figure <br /> <br />I <br />North Platte <br /> <br />YampalWhite <br /> <br />Soulh Plalle <br /> <br />Colorado <br /> <br />~ <br /> <br />Basin <br />Needs <br />Assessments <br /> <br /> <br />Arkansas <br /> <br />PRELIMINARY DRAFT <br />
