4,Implementation

The Basin Roundtables will be critical to implementing recommendations produced by their nonconsumptive needs
assessments, I n addition, to considering how to ensure that basins meet both the consumptive and non-consumptive needs
that SWSI, the 1177 and other processes identify, the Basin Roundtables, along with assistance from the I BCC, can use the
information that the NCNA Workgroup develops to:

.

Encourage water suppliers to consider this information when planning their projects and processes,

.

Identify projects and processes to meet these needs,

.

Identify additions to other processes or projects developed to meet other needs that might also meet the
nonconsumptive needs,

.

Identify and assist in securing funding for such projects and processes, and

.

Ensure development and implementation of sufficient projects and processes to meet these nonconsumptive needs

5, Prod ucts
The following products are expected as part of the work completed by the NCNA Workgroup:

.

As complete as pOSSible a set of GIS coverages representing Colorado's important environmental and recreational
attributes, both at the state and basin levels (the latter where a coverage is specific only to a single basin or only to a
few basins in the state),

.

A map of prioritized areas and reaches

.

A set of model flow templates that describe natural flow regimes for different stream types and associate non-
consumtpive values with components of the hydrograph

.

Site-specific flow quantifications for priOritized reaches, where the triage suggests a quantification should be done and
where data are available

6, Funding

There is not likely to be sufficient HB1400 funding to complete the nonconsumptive needs assessments within the current
schedule of updating all of the Basin Roundtable's Need Assessments by end of 2008, Therefore, it will be necessary to
supplement the funding to complete these tasks SB 179 money is available to do so Several eligible recipients of Water
Supply Reserve Account funds intend to apply to the CWCB for state-wide account funding to supplement what will be
available under HB 1400 so that the roundtables can complete their nonconsumptlve needs assessments
