Provided Jeffwith link to Willow Creek ISF recommendation. Indicated that water availability was being finalized & Todd Doherty would be contacting him to further discuss the recommendation. E-mail indicating understanding that staff will recommend Willow Creek, but Jeff requested delay. "CWCB and BLM staff are bringing this proposal forward to the Board without working with Moffat County nor its citizens to recommend this proposal". Moffat County requested at the last board meeting that before future proposals located in Moffat County were to be presented to the Board, that Moffat County would be involved in the assessment. The board agreed, yet no coordination took place for the Willow Creek proposal. We request the Willow Creek Proposal be denied or postponed until CWCB staff, BLM, the affected water right owners, and Moffat County be jointly involved in the process. Jeff Bassler did mention to me Willow Creek would be presented by BLM and CWCB staff to the Board during a field visit to Beaver Creek a couple months ago, but no involvement of landowners nor the County occurred. We strongly oppose an Instream Flow on Willow Creek." Discussion and invitation to Jeff Comstock and Moffat County to further discuss Willow Creek following the BLM Yampa River Wild and Scenic River presentation. BLM indicates that it placed two follow up phone calls to arrange a meeting. No response was received. Met Dave Watson in the field to observe Little Cottonwood Creek flow measurements. Invitation extended to also measure Willow Creek. Invitation declined.
