<br />Updated Information Provided In Support of the <br />2002 Colorado Drought "Mitigation and Response Plan <br />page 3 <br /> <br />Description of plan preparation process <br /> <br />The process used to update the Hazard Mitigation Plan in 2004 is documented in Appendix G3. <br /> <br />For this update, the CWCB, through its staff, was responsible for providing relevant updates for <br />the drought portions of the State of Colorado Natural Hazards Mitigation Plan 2007 Update. The <br />CWCB then contracted with Leonard Rice Engineers, Inc. (LRE) to assist in this effort. <br />Working together, the team developed the following strategy to update the drought information <br />for inclusion in the 2007 Update. <br /> <br />CWCB staff provided LRE with relevant information, including the following: <br />FEMA's Blue Book Update Introduction (11/02/06), Standard State Plan Update Guidance <br />(11/02/06), Standard State Updated Crosswalk (11/02/06), DEM's State olColorado Natural <br />Hazard Mitigation Plan 2004, Colorado Drought Mitigation and Response Plan (updated 2002), <br />and State Emergency Operations Plan (May 2006); and CWCB's Drought and Water Supply <br />Assessment (2004). Several other key documents and studies were provided; all references used <br />are listed in the bibliography. <br /> <br />LRE then compared the federal requirements to the existing plans, and identified which <br />section(s) of the current plans fulfilled the various FEMA requirements. Sections that needed to <br />be updated were identified in concert with CWCB staff input. LRE reviewed several documents <br />that had become available subsequent to the 2004 Plan, and identified information that could be <br />used to update the existing drought-related portions of the plan. CWCB staff also identified <br />outside agencies that should be contacted to provide updated information. In instances where <br />there were new FEMA requirements that had not applied to the previous update, LRE and <br />CWCB identified appropriate existing data and information that could be used to fulfill these <br />requirements. In some cases, the information was simply not available, nor could it be obtained <br />in time for the 2007 update. When this occurred, this report makes recommendations for <br />obtaining the needed information and data during the next plan update cycle, so it can be <br />incorporated into the 2010 update. <br /> <br /> <br />Colorado Water Conservation Board <br /> <br />June 2007 <br />
