<br />Updated Information Provided In Support of the <br />2002 Colorado Drought "Mitigation and Response Plan <br />page 2 <br /> <br />PREREQUISITE <br /> <br />ADOPTION BY STATE <br /> <br />The State Hazard Mitigation Plan must be formally adopted by the state prior to submittal to <br />FEMA for final review and approval. In addition, the Updated Plan must include assurances that <br />the state will comply with all applicable federal statutes and regulations in effect with respect to <br />the periods for which it receives grant funding, in compliance with 44 CFR 13 .11 (c). The state <br />must also amend its plan whenever necessary to reflect changes in state of federal laws and <br />statutes as required in 44 CFR 13. 11 (d). <br /> <br />Formal adoption by state <br /> <br />The 2004 State of Colorado Natural Hazards Mitigation Plan was approved and adopted by the <br />State of Colorado, Department of Local Affairs, Office of the Governor1. For this 2007 Plan <br />Update, it will be the responsibility of the Division of Emergency Management to obtain the <br />appropriate formal state approval. <br /> <br />Assurances of continued compliance with federal requirements <br /> <br />In the 2004 Plan Update, the following language was included: "The State of Colorado assures <br />it will comply with all applicable federal statutes and regulations in effect with respect to the <br />periods for which it receives grant funding in compliance with 44 CFR Part 13.11 (c). The State <br />will amend its Plan whenever necessary to reflect changes in state or federal laws and statutes, as <br />required in 44 CFR 13. 11 (d). The adoption of this Plan demonstrates the State of Colorado's <br />commitment to fulfilling the mitigation objectives in the Plan and authorizes the agencies <br />identified in the Plan to execute their responsibilities."z It is recommended that this same <br />language be included in the 2007 Plan Update <br /> <br />PLANNING PROCESS <br /> <br />DOCUMENTATION OF THE PLANNING PROCESS <br /> <br />The plan must include a description of the planning process used to develop the plan, including <br />how it was prepared, who was involved in the process, and how other agencies participated. <br />New requirements include documentation of how the planning team reviewed and analyzed each <br />section of the plan, and an indication in each section whether or not it was revised as part of the <br />update process. <br /> <br />Colorado Water Conservation Board <br /> <br />June 2007 <br />
