detailed description of the guidelines see
http://www . usbr.gov /lc/region/programs/strategies/documents.html. (WSW #1716)

On June 20, Reclamation released its final environ-mental assessment for construction
of the Drop 2 storage reservoir project along the All American Canal (ACC) west of
Yuma, Arizona. The regulating reservoir will hold some 8,000 acre-feet of water, with
ACC inlet and outlet structures, to allow it to recapture waters ordered for delivery, but
that exceeds demand due to factors such as inclement weather, higher than normal flow
periods, etc. It is expected to save on average of about 70,000 acre-feet/year otherwise
lost, ultimately reducing future releases from Lake Mead. Construction is scheduled to
begin in 2008. For more information see www.usbr.gov/lc/yuma or contact Ed Virden
evirden@lc.usbr.gov or (928) 343-8268.

2008 Colorado River Annual Operating Plan: The first consultation meeting of
the Colorado River Workgroup with Reclamation to develop the "2008 Annual
Operating Plan for Colorado River Reservoirs" was held on June 15,2007. In short,
releases from Lake Powell will most likely be 8.23 MAF unless spill avoidance or
equalization become necessary as a result of heavy spring runoff. Release from Lake
Mead for use in Lower Basin are anticipated to be under a "normal" condition or
approximately 9.2 MAF. Deliveries to Mexico will be 1.5 MAF in accord with the 1944
Treaty. It is anticipated that a mid-year consultation will be undertaken in order to
implement the new guidelines for the coordinated operations of Lakes Powell and
Mead if the Record of Decision for those operations is signed. Future consultations are
scheduled for August 28th with the final consultation scheduled for September 27.

Central Arizona Project (CAP) Operations: On March 26, the Central Arizona
Project informed the other Colorado River Basin States that they intended to operate the
CAP at rates greater than the 2500 cfs provided for in the 1968 Colorado River Basin
Project Act.

The State of California responded that such operations were not in conformance with
the law.

The Upper Colorado River Commission also sent a letter on June 1 stating that CApls
operations were not in conformance with the law. Please see letter as Attachment 13c-6.

Colorado River 7-Basin State Agreement Activities: The Seven Colorado
River Basin States met in Denver on June 25 to discuss with Reclamation, how best to
proceed with discussions on implementation of shortages to Mexico and how best to

33
