<br />001895 <br /> <br />~. ,. , <br /> <br />Juan-Chama Project and its impact in terms of streamflo~~ of t' <br /> <br />_, tributaries of the San Juan River above the Navajo Reservoir. <br /> <br />Chairman's letter stated that "Of primary concern are the diversJons <br /> <br />of water from the tributaries of the San Juan River that are cur- <br /> <br />rently being made for the San Juan-Chama Project, which was authorize- <br /> <br />by the Congress in 1962, and the question of the availability of wate <br /> <br />in the San Juan Basin to meet anticipated future demands." <br /> <br />By letter dated December 26, 1974 the Commissioner of Reclama- <br /> <br />tion furnished Senator Jackson a detailed report on the operations of <br /> <br />the San Juan-Chama Project through the period ending September 1974. <br /> <br />The report deals largely with the bypasses made at the San Juan-Chama <br /> <br />Project, diversion points. By letter dated March 18, 1975 I advised <br /> <br />Senator Jackson of my opinion that Commissioner Stamms' report <br /> <br />demonstrates that bypasses equal to or greater than those required <br /> <br />by the legislation authorizing the project have been made. <br /> <br />With respect to complaints that the sluicing of accumulated <br /> <br />silt from the project points of diversion has been unnecessarily <br /> <br />detrimental to interests below, I am advised that the Bureau of <br /> <br />Reclamation has under study measures that would alleviate the <br /> <br />effects of sluicing. <br /> <br />, F { ",vJ <br />.;/I...J! /J--(f/~ <br />f\;~S \Jf. An adequate treatment of those subjects <br /> <br />requires, of course, some discussion of New Mexico's entitlement <br /> <br />under the Colorado River Compacts. <br />Article III (a) of the Colorndo River Compact of 1922 appor- <br /> <br />tioned from the Colorado River system in perpetuity to the Upper <br /> <br />-6- <br />
