Walcher <br />Executive Director <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />Dear Mr. Waldman, <br /> <br />Thank you for the opportunity to review and comment on the "Draft Environmental <br />Assessment-Mancos Project Carriage Contracts" dated March 2002 (DEA). <br /> <br />The CWCB is state agency charged with promoting, protecting, conserving and developing <br />Colorado's water resources in order to secure the greatest utilization of those resources for the <br />benefit of present and future generations, and to minimize the risk of flood damage and related <br />economic losses. The CWCB is a IS-member Board representing water interests from across the <br />state and includes a number of state officials including the Director of the Department of Natural <br />Resources, the State Engineer and the Attorney General. <br /> <br />We believe the DEA adequately describes the proposed action and supports the findings <br />described on page 25 of the DEA. It is our understanding that at least some of these contracts will <br />allow historic practices to continue. Furthermore, it is our understanding that carrying non-project <br />water through Mancos Project facilities generally improves water use efficiency within the Mancos <br />River Basin. Therefore, we support making the DEA final and entering into the carriage contracts <br />described therein.
