o i) 1 U 3"1

February 27, 1998

When the historical and calculated data sets have been reviewed, Boyle will recommend
whether additional calibration is required. Additional calibration of mutually agreed upon
items will be covered by contingency funding. Adjustments related to the extended data set
will be done under Tasks 11.5 or 11.9 as appropriate; adjustments to model implementation
will be completed under this task and prior to preparation of the task memorandum.

Baseline Data Simulation

In this subtask, a new baseline data set will be developed for the Colorado basin model. The
data set will use current demands and operations in conjunction with hydrologic data for the
extended period. All reservoirs will be on-line throughout the study period, at their current
size. Municipal and industrial demands will be set to 1991 levels unless owner-provided
demands were supplied in the Phase IDa baseline data set. The baseline data set will be
executed to verify that the data sets are internally consistent. No additional calibration is
anticipated. .

A memorandum will be prepared to document the results of the historical and calculated
simulations. The memo will describe calibration efforts for 1975-1996. It will not explain
all deviations from historical measurements throughout the study period, as those
explanations involve historical infonnation (policies, operating rules) that may be unavailable
at this time. The memo will also have a section describing the baseline data set. The
memorandum is expected to be 10-12 pages in length.

Deliverables:

· complete historical data set for the extended period 1929-1996 for the Colorado River
basin
· complete calculated data set for the extended period 1929-1996 for the Colorado River
basin
· midpoint recommendation to continue or not continue calibration
· complete baseline data sets for 1929-1996 for Colorado River basin
· draft and final task memoranda

11.13 Yampa River Model Simulations

Primary Responsibility: Boyle

Task 11.12 will be repeated, but for the Yampa model. Note that the approach to the
demands for the aggregated structures has changed and will require extra work relative to that
effort for other basins.

Deliverables:

. complete historical data set for the extended period 1929-1996 for the Yampa River basin
· complete calculated data set for the extended period 1929-1996 for the Yampa River basin
· midpoint recommendation to continue or not continue calibration
· complete baseline data sets for 1929-1996 for Yampa River basin
· draft and final task memoranda

8
