February 27, 1998

OJ13J5

using tstool with options for data filling that are consistent with the approach that was
taken when the 1975-1991 end-of-month content files were developed under Phase II
development. Note that it is assumed that the data provided to the State in Task 11.1
will be available on the CRDSS database prior to executing tstool

Existing Phase IDa diversion structure (*.dds) files will be used in this task, i.e., monthly
efficiencies will not be recalculated to reflect 1992-1996 efficiencies, new structures will not
be added to the network.

Deliverables:

· preliminary baseflow (*.xbm) files for five basins

11.10 Fill Missing Baseflow Data

Primary Responsibility: Ayres

In this subtask, gaps in historical baseflows at streamgages will be filled and verified for use
by the CRDSS Water Resource Planning Models. This will be accomplished by enhancing
and applying the existing USGS mixed station model program to do the following:

· Read preliminary baseflow files (*.xbm) developed in Task 11.9 and ignore flows for
ungaged points

· Use the USGS mixed station model to fill in missing baseflows at gage points

· Generate a report which documents the dependent I independent station selection
process over time, the resulting equations and their statistical properties.

· Provide results which allow the data extension to be validated on a monthly, annual,
and basin total. This will consist of comparing means, standard deviations cross-
correlations of the extended data to the statistics of the historical data set

· Create five baseflow files for gaged points in which missing data have been filled

At the completion of this subtask, a draft memorandum of approximately 10-15 pages will be
prepared to document the data extension procedure and results.

Deliverables:

· five baseflow files for gaged points for 1929-1996

· draft and final memoranda describing approach and results of this task

11.11 Design Interface

Primary Responsibility: Ayres

In this subtask, a hand or computer generated Graphical User Interface (Gill) will be
designed which presents the components of the historical data extension. The design, which
will have no functionality, will identify appropriate windows type components (drop downs,

6
