<br />February 27, 1998 <br /> <br />O O. 1 (.. -1' <br />_U _.~ <br /> <br />Deliverables: <br />· Draft and Final memoranda summarizing baseflow calculations using 1975-1991 <br />diversion estimates, and comparing them to existing CRDSS baseflows and USBR natural <br />flows, for two sub-basins <br /> <br />11.8 Miscellaneous State tasks <br />Primary Responsibility: State or Other Contractor <br /> <br />The State will upgrade the StateMod baseflow component to allow missing streamflow data <br />to be supplied as input and affected baseflows appropriately flagged on output. Statemod <br />will also be modified to accept a file containing baseftows for gaged points, and distribute <br />them to ungaged points. Also, the State will be responsible for any unique formatting of the <br />baseflow results by StateMod that may be required for the historical data extension or <br />stochastic data development models. The DMI tstools may likewise need to be modified to <br />create files with missing data flags rather than zeroes. <br /> <br />Prior to Boyle executing Task 11.9, the State will confirm that demandts and CD model <br />command files can be executed for 1992-1996. Any difficulties related to updates to the <br />climate database, discontinuation of climate stations, or recent changes in the basin that <br />cannot be addressed by the Phase IDa command files will be handled in this task. <br /> <br />Deliverables: <br /> <br />· upgraded Statemod capable of operating as required for Tasks 11.9 and 11.10 <br /> <br />· CD model and demandts functioning as required for Task 11.9 <br /> <br />11.9 Develop Preliminary Baseflows <br /> <br />Primary Responsibility: Boyle <br /> <br />In this subtask baseflows will be developed at all stream gages currently contained in the five <br />Phase IDa Water Resource Planning models (approximately 180 gages). Baseflows will be <br />developed for the period 1929-1996 by executing the baseflow component of StateMod for <br />each of the five models. Time series input that will be developed under this task will include: <br /> <br />· gaged streamflows - historical streamflow (*.rih) files to be extended both backward <br />and forward under this task, and containing only actual gaged data <br /> <br />· historical or estimated diversions - historical diversions (*.ddh) files for the five basin <br />models. These will consist of: 1) for explicitly modeled structures, diversions from <br />the database as available for 1929-1996, all missing data filled with average, wet, and <br />dry year estimates, and scaling factors applied as determined in Task 11.4; and 2) for <br />aggregated structures, calculated demands using the Phase IDa approach for 1975- <br />1996, and average, wet and dry year estimates (based on the 1975-1991 calculated <br />demands) for 1929-1974. <br /> <br />· historical or estimated reservoir end-of-month contents - end-of month content <br />(*.eom) files will be developed for 1929 through 1996.
