<br />CWCB Water Conservation Planning Grant Application <br /> <br />City of Rifle <br /> <br />2.0 REQUIRED GRANT APPLICATION INFORMATION <br /> <br />Sectj,[)D 2.0 presents the information required for a CWCB water conservation planning grant <br />applkation as listed in item #3b of Guidelines for Financial Assistance to Covered Entities to <br />Develop Water Conservation Plans, May 25, 2005. <br /> <br />2.1 Name/Contact Information <br /> <br />The entity seeking the grant is the City of Rifle. Box 1908 <br />Rifle, Colorado 81650 <br />Phone: 970-625-6272 (direct) <br />E-mail: cstevens@rifleco.org <br /> <br />2.2 Conservation Plan Project Team <br /> <br />The bulk of the project work will be performed by the City's engineering consultant, <br />Schmueser Gordon Meyer, Inc. (SGM). Table 1 provides names, roles, and anticipated <br />contributions for individuals from both the City and SGM. <br /> <br />The following information is provided in support of the team's capabilities to produce a <br />successful Water Conservation Plan: <br />o City and consultant team members, including the Project Manager, recently <br />collaborated on the completion of master plans for both the water and wastewater <br />systems. The Water Master Plan included water demand projections, evaluation <br />of water supplies and existing infrastructure, development of water quality goals, <br />determination of infrastructure needs, and estimation of water rate and tap fee <br />impacts. Therefore, team members are freshly familiar with all aspects of the <br />City's water system and important background work for conservation plan <br />development. <br />o The City created the Utility Director position 1 to 2 years ago with the primary <br />purpose of proactively managing its water and wastewater utilities. Mr. Stevens <br />brings more than 20 years of water/wastewater experience to the position and <br />recognizes water conservation as a key element in easing growth pressure on <br />water/wastewater infrastructure needs. <br />o The consultant team has served as the Rifle City Engineer of record for more <br />than 5 years and is very familiar with the City's leadership, staff, infrastructure, <br />procedures, and policies. The consultant has significant experience in planning <br />and design of Western Slope municipal water systems and also serves as City <br />Engineer in multiple neighboring communities in the Colorado River and <br />Roaring Fork River valleys. <br />o The proposed consultant team Project Manager, Mr. Swanson, has over 11 years <br />of consulting experience exclusively focused on municipal water systems and has <br />recently participated in multiple CWCB/Great Western Institute seminars on <br />water conservation planning and implementation in Colorado. <br /> <br />SGM # 99055A-387 <br /> <br />2-1 <br /> <br />Section 2.0 - Required Grant Application Info. <br />
