INTRODUCTION & APPLICANT ELIGIBILITY <br />The City of Lamar is a legally and regularly created, established, organized and existing <br />home rule city, municipal corporation and political subdivision under the provisions of <br />Article XX of the Constitution of the State of Colorado and the Home Rule Charter of the <br />City. Lamar was incorporated on May 24, 1886, and operates under a City Charter. <br />Please, see Attachment 1 - City of Lamar Charter and Attachment 2 - City of Lamar <br />Organizational Chart. Lamar is located in eastern Prowers County and serves as the <br />County seat. In 2006, the City had a population of 8,398 and the City boundary <br />encompasses 4.2 square miles. <br /> <br />Lamar began operating a municipal water system in 1887 which currently covers a 4.5 <br />miles service area. The City serves 3,487 customers accounts; 2,719 are residential <br />accounts and 519 are commercial accounts. The annual average raw water usage is <br />approximately 82,241,279 cubic-feet per year. The City utilizes a master meter to <br />monitor the amount of water going into the system and each customer account has an <br />individual meter to track water use. <br /> <br />The City of Lamar is a covered entity as defined in the Guidelines.
