Bond sales; limitations. <br /> <br />Refunding bonds shall be sold, at public or <br />private sale, or exchanged as may be determined <br />by the City Council. All other bonds shall be <br />sold to the highest and best bidder for cash at <br />public :mle after advertisement for public sale, <br />and if all bids are rejected they may be sold at <br />private sale and to the best advantage of the <br />City. Each bond issue may contain provisions <br />for the redemption of bonds prior to their <br />respective maturity dates on such terms as may <br />be provided by the City Council, including, <br />without limitation, the payment of a premium. <br />(Ord. Receipts and Expenditures <br />Sec. 11-29. Receipts and expenditures. <br /> <br />The City Treasurer will cause the total <br />receipt:; and itemized expenditures, except indi- <br />vidual employee's salaries, to be published <br />monthly in a newspaper of general circulation. <br />Gross salaries of individual municipal employ- <br />ees shall be published semi-annually, in a news- <br />paper of general circulation, with said individual <br />employee's gross salary for July being thus pub- <br />lished in August of each year, with the individ- <br />ual employee's gross salary for January being <br />published in February of each year. Publication cost. <br /> <br />Price is to be governed by current state stat- <br />ute governing legal publications. <br /> <br />Article XII <br />Utilities and Franchises <br /> <br />Part I. City-O~ned Utilities <br /> <br />Sec. 12- 1. Authority and powers. <br /> <br />The City shall have and exercise with regard <br />to City-owned utilities, including water and <br /> <br />Supp.3 <br /> <br />water rights and acquisition thereof and bonded <br />indebtedness in connection therewith, all the <br />authority and powers now provided by the Con- <br />stitution and statutes of the State of Colorado, <br />including those statutes hereinafter established <br />by act of the general assembly. In addition, the <br />City shall have the power to exchange water <br />rights owned by it for water rights owned by <br />other persons, municipalities or quasi-municipal <br />corporations. The City shall also have the right <br />to contract with such aforementioned persons or <br />entities for the purpose of forming consolidated <br />water or sewer districts or for furnishing any <br />municipal services, provided any agreements or <br />contracts arising therefrom wouldl clearly benefit <br />the inhabitants of the City. <br /> <br />Sec. 12-2. Water rights in annexation. <br /> <br />The City shall have power to purchase or <br />obtain such existing water rights as may be used <br />upon any land which is annexed to the City from <br />time to time. <br /> <br />Sec. 12-2.5. Services to privab~ correctional <br />facilities. <br /> <br />No City-owned utility shall provide any <br />water or wastewater services to a private com~c- <br />tional facility, as defined in Section 14-1 of this <br />Charter, wherever such facility is located, unless <br />having first obtained authorizati~m from the eli- <br />gible electors of the City of Larrlar, in the man- <br />ner described in Section 14-5 of this Charter. <br />(Ord.
