Charter - Boards and Commissions - Section 9-2

The Board shall exercise the functions and
powers and perform the duties assigned to it by
this Charter and the ordinances of the City; and
where 110t otherwise provided by ordinance or
charter, the Board shall have the power to per-
form th~ functions and follow the procedures set
forth in the statutes of the State of Colorado.

Sec. 9-3. Library Board.

There is hereby created and established a
Library Board consisting of five members to be
appointed by the Council for overlapping terms
of five years and until their successors are
appointed and qualified.

The Library Board shall be advisory in char-
acter and it shall prepare and submit to Council a
master plan for the development and mainte-
nance of a modem library system.

The Library Board shall have the additional
power 1:0 administer gifts and trusts.

The Library Board is authorized, subject to
Council approval, to cooperate with any public
or private agency in obtaining space, facilities,
books or materials for library purposes.

The Board shall exercise the functions and
power5, and perform the duties assigned to it by
this Charter and the ordinances of the City; and
where not otherwise provided by ordinance or
charter, the Board shall have the power to per-
form the functions, and follow the procedures
set forth in the statutes of the State of Colorado.

Sec. 9-4. Planning and Zoning Commission.

Th<::re is hereby created and established a
Planning and Zoning Commission consisting of
seven members to be appointed by Council, five
(5) of whom shall be citizens-at-large with
overlapping five-year terms, and two of whom

shall be incumbent Councilmembers, the
citizens-at-large members shall be qualifi,~d
electors, residents of the City at least one year
immediately preceding the date of their
appointment, and they shall hold no paid office
or position in the City administration.

The Planning and Zoning Commission shall
exercise the functions and powers and perfOlm
the duties assigned to it by this Charter and the
ordinances of the City. It shall prepare and
submit to Council for its approv~ll a master plan
for the physical development of the City; all
plats of proposed subdivisions shall be submit-
ted to it for its recommendations thereon to
Council; and it shall assist Council in consider-
ing and recommending a plan for capital
improvements. Where not othe:rwise provided
by Charter or ordinance, the Planning and Zon-
ing Commission shall have the power to perfo:nn
the functions and follow the procedures set forth
in the statutes of the State of Colorado. (Ord.

Legal Department

Part 1. City Attorney

Sec. 10-1. Appointment.

The Council shall appoint a City Attorney,
who shall be a resident of the City of Lamar, to
serve at the pleasure of the Council, who shall
be an attorney at law duly admitted to practice in
the State of Colorado and who shall havtl a
minimum of three years expeIience in active
practice of law in this state. The Council may
provide such assistants to the City Attorney as it
may deem necessary and sha.1l establish, by
resolution, the compensation to be paid to the
City Attorney and his assistants, as well as the
compensation to be paid to any special counsel
employed pursuant to any provision of this
Charter.
