Officials believe that Mr. Umbaugh's ATV pinned him underneath the
water causing his eventual dro\\11ing. Ilis body was found the next day further
dO\\-l1stream along Fountain Creek.

The Coal Scam Fire near Jamestown was a unique factor that afTected the stonn event
analyzed in this chapter. In fact, it is reasonable to conclude that the damage from this
lire caused, or at least increased, the effects from the stornl. The hydraulic and hydrologic
conclusions suggest this storm was likely less than a 5-year event meaning it was a
relatively common stonn experienced by Jamestown and the surrounding area. It is also
reasonable to conclude that under pre-fire circumstances, only minor llooding or no
damage would have occurred as a result of this stoml.

I
I

The wildfires within, and adjacent, to the subject study area creah.:d a significant adverse
eOcct on the hydrologic response oFthe burned watershed(s). There is a great concern f<Jr
increased stoml and runotf-related natural hazards dut.": to the destruction of vegetation in
conjunction \....ith the possible development of hydrophobic (water repellent) soils in the
burned forested areas. DownstreUln property m....ners. citizens, motorists, and other parties
will be exposed to a greatly increased risk oflloods, mudslides, and debris flows
compared \vith pre-tire conditions. Concerned parties should contact their loc.1I
lloodplain administrator within their etfected community, or county, For additional
information. Local emergency response and emergency management agencies arc
responsible for initially handling emergencies ifand when they occur.
