<br />I <br /> <br />I <br /> <br />I <br /> <br />Estimated Flood Dama~cs & Anv SIlccial Factors Affcctinu: the Flood <br /> <br />Danmge estimates for the City of Colorado Springs were unavailable for this event. <br />According to local otlicials. there were arcas along Sand Creek that sustained erosion <br />damage and several low. lying arcas in the northeastern portion of the city had mud and <br />silt deposits that were Jell \vhen the standing water receded. Shortly after the June 2ih <br />event. the Colorado Springs area n:ceivcd multiple slonns that were equal to or greater <br />than the June 27'h event and therefore. oflicials found it impossible to separate out the <br />damage sustained from only the June 27'h storm. <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />ICON Engineering (Icon) conducted a site visit on July 14.2004.10 the Sand Creek <br />drainagc.\vay on behalf of the City of Colorado Springs in order to document and <br />examine damage to Sand Creek including a drop structure recently designed by Icon. The <br />total damage sustained to the Sand Creek drainage-way is thought to have been the result <br />ofse\'erallarge stonns-including the June 2ih event-that hit this area. Pictures of <br />some of this damage arc included in the Additional Support Infonnation section of this <br />report. <br /> <br />I <br />I <br /> <br />I <br /> <br />During !con's site visit. surveyed high.water marks were obtained along Sand Creek in <br />order to estimate the maximum discharge during the nood events. It is unknmvn whether <br />these high-water marks were created during the June 2ih event, or a subsequent stonn, <br />but it is believed that the stonns that occurred after the June 27'h event were similar in <br />both intensity and duration to the June 27'h stonn. The estimated maximum discharge <br />detemlined using the measured high-water marks was found to be approximately R.OOO <br />cfs. When this number is compared to the discharges presented in the FIS at the sallle <br />location. the analysis indicates an event frequency in the region of a 50- Year event. <br /> <br />I <br /> <br />As mentioned before. a Colorado Springs home that lies within the lloodpluin ora <br />tributary to Templeton Gap Flood\.vay on Date Street sustained damage from the June <br />271h event. According to the owner. the home sutTered a 35% loss. Pictures cOllrtesy of <br />the Pikes Peak Regional Building Department (PPRBD) document some of the damage <br />sustained to the Colorado Springs area and can be found in the Additional Support <br />Infonnation section of this report. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I)mnage estimates for the To\.'m of Jamestown "'ere obtained with tht: help of several <br />officials with Bouldt:r County. According to the local lloodplain administrator. <br />ripmp was placed upstream and downstream oCthe unnamed gulch several ll1unlhs ago <br />with the help of a FEMA grant. This work ""ill more than likely need to he redone at a <br />cost of roughly $15.000 including materials and labor. Pictures taken by the CWCB <br />during its site visit are shown in thc Additional Support Information section of this report. <br />These pictures detail some of the damage sustained by the Town of Jamestm....n. <br /> <br />I <br />I <br />I <br /> <br />No injurit:s or cilsualties were reported for the event in Jamcstovm however. one death <br />was attribute.:d to /looding in Colorado Springs. KKTV News II reponed that 42-year-old <br />Randy UmhaLlgh drowned while.: riding his ATV along Fountain Cree.:k. It is still <br />unknown how exactly Mr. Umbaugh was killed but according to the EI Paso County <br />Emergency Services Coordinator. it is believed he was riding his A TV along the <br /> <br />ICON E.f-<...... ,_ <br /> <br />13 <br /> <br />~200~ <br />
